Eligibility
You will be able to demonstrate that you meet the requirements of the NHS Fit and Proper Person Test, and that you have no substantial conflicts of interests that would interfere with your ability to be independent and offer an impartial perspective.
The successful applicant will not have an ongoing leadership role (hold positions or offices) at a health, care or VCSE organisation within the same ICS footprint of West Yorkshire. Applicants would need to stand down from such a role in West Yorkshire if appointed to a ICB Non Executive Member role.
Elected officials, including MPs and members of councils, are excluded from the ICB Non Executive Member role.
Applicants should have strong connections with the area served by the ICS. Given the significant public profile and responsibility members of the ICB will hold, it is vital that those appointed inspire confidence of the public, patients and NHS staff at all times.
We will undertake a number of specific background checks to ensure that those we appoint are ‘fit and proper’ people to hold this important role. As part of these checks:
- We will seek three employment references covering at least the previous six consecutive years.
- If you have held a substantive NHS board appointment (Chair or Non Executive Director) after 30 September 2023, a Board Member Reference (BMR) will also be required from the organisation(s) where you served.
- Where an applicant’s previous NHS board appointment is still current, the BMR will be requested after formal resignation or appointment confirmation.

We are also interested in your life experience and personal motivation that will add valuable personal insights such as: a patient or carer of a service user; experience of gender and women’s issues; engaging with diverse social, economic and cultural groups and communities; experiences and challenges of younger people; and those with lived experience of mental health issues and/or living with physical disability or chronic condition.
Senior leadership experience is also required for NHS non-executive director roles, this may be at board or senior leadership level, often in a large or complex organisation.
